setup database and user

upload and install files

set directory permissions if necessary

note db info

create and setup wp-config.php db user/pass and password salt

create robot.txt and temporarily disallow indexing from search engines

create .htaccess file

add gitignore file if using git version control

go to site.com/index.php to do initial install and setup of WP

rename index.html to index.bak if the hosting service has preconfigured a temp splah page

create lower level alt admin

Under Settings - change tagline to something that is appropriate

set timezone and when the week starts

temporarily disable new comments under Discussion Settings

temporarily remove options to have emails sent every time someone comments.

change default avatar to Gravatr logo

choose what permalink format you want - Post Name is typical although dating can be SEO helpful

copy rewrite rules on bottom into htaccess file if they are not already present

go to homepage to verify setup and check pretty urls and see if site is functioning on a basic level

add in some helpful plugins like : enable media replace, my custom css, wordpress importer, contact form 7, etc

if you are making your own custom theme, then find, upload and install a new theme

make a child theme from it so as to not conflict with theme updates in the future

install child theme or active custom theme

if adding plugins and themes from the dashboard as opposed to uploading manually, configure and save ftp info

backup fresh install of db

setup custom Menus

choose to display default page or static custom homepage
